He was born July 27, 1938, in rural Schuyler County, a son of Paul Harvey and Hazel Mae Carls Settles. He married Peggy Etter on April 22, 1958, in Rushville. She survives.
Also surviving are one daughter, Carla Settles and spouse Sandy Nyberg of Buffalo Hart; one son, Allen (and Diane) Settles of Rushville; and one grandchild, Reece Settles of Rushville.
He was preceded in death by two brothers, Tracey Settles and Robert Settles; and one sister, Patricia Farrar.
He graduated from Rushville High School with the class of 1956.
Cremation has been accorded. Worthington Funeral Home in Rushville was in charge of arrangements.
