He was born Jan. 28, 1959, in Norfolk, Va., the son of Wendell and Clara Koop Surratt.
Surviving are his stepmother, Rosemary Surratt of Rushville; one daughter, Amanda (and Tim) King of Manchester; one grandchild; and two stepgrandchildren.
He was preceded in death by his parents; and one sister, Brenda Neese.
He was a member of Church of the New Covenant of Jacksonville.
He worked at EMI in Jacksonville until retiring due to ill health.
Services were held at 1 p.m. Thursday at Worthington Funeral Home in Rushville with Tom Herbert officiating. Burial was in Rushville City Cemetery.
